Shots vs Ammo
On the attached screen print note that shots available (3) are shown for weapons with no ammo.

I assume you mean SHOTS listed at the bottom of the screen above MOVES
That is the number of shots the weapon can take due to its rate of fire, unit experience, move status etc etc.
Has nothing to do with ammo obviously if the units out of ammo it wont be able to fire till it has some.

Don't agree. When the primary weapon is out of ammo, it shows zero shots available. It should work the same way for the other weapons.

Did you count smoke ammo remaining? - if you have shots remaining for any infantry weapon, then you can chuck a smoke grenade.
Heavy weapons with 0 ammo will still allow a main gun shot with any smoke remaining as well. Vehicles IIRC, do need a slot 1 shot to fire the main gun smoke, but infantry can do it with any slot.
(Smoke is done slightly weirdly in SSI games, as its an "attribute" of the unit that the initialisation code doles out to each unit randomly, not an ammo type that is applied via unit data like HE, AP, etc. Nor is it fired by any particular weapon, hence the differences between infantry grenades and slot 1 weapon. That is why a UK platoon HQ with a 2in mortar - in real life a pyrotechnics device chiefly for firing of smoke and flares - in that infantry element means little, you require a 2in mortar in a separate mortar class element to get its ability to fir smoke to range. The platoon HQ is limited to throwing hand smoke, and cannot use smoke in a set-piece platoon attack to screen the outflanking element per the UK infantry "doctrine")

I have experienced this too, if I think about it....
I will make a note if it happens again.
It was rocket artillery, I think.

Yes, there are two smoke rounds as shown on the screen print. So what you're saying is that smoke is related to all weapon slots, not to a particular one. I had thought smoke was a separate category not related to any particular weapon slot.
I'll keep an eye on this as it seems I encountered the same issue without any smoke being available.
