Sometimes referred to as the Ottawa Convention, the Mine Ban Treaty is officially titled:
The Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction. It was adopted in 1997 and it entered into force on 1 March 1999.

These sources should have all that is needed I believe to handle the question here. Also within the last couple of years (Or just slightly longer.) this discussion came up in one of the newer CM Threads. Another older one from
IMP (John P.) got very involved in the "real world vs. game world" effectiveness of CM & FASCAM weapons. This has been a recurring topic, though I believe this to be
the first to bring up treaty issues.
