My all time favorites:

- Steel Panthers (i still remember when i played fresh SP2 demo that was included on CD of some gaming magazine, 20 years ago)
- Gary Grygsby's War In The East
- Silent Hunter 3
- Jagged Alliance 2
- Hearts Of Iron 2 (especially Darkest Hour)
- Master Of Orion 1 & 2

Honorable mentions:
- Command Modern Air Naval Ops
- Revolution Under Siege
- Falcon 4.0 (+ BMS)
- Dangerous Waters
- Distant Worlds
- Theatre Of War
- Supreme Ruler series
- Command Ops 2
- Unity Of Command

This list is by no means complete, but all of these titles definitely have some quality to them.

A game that I recently found about it, Fire-Brigade The Battle for Kiev 1943, released in 1989 by Panther Games an Australian company. I was heavily into wargames and strategy games by the late 80s, but still somehow missed it. It was an Atari ST, Amiga, Mac game. I can't find it now (I wonder why), so I am trying to at least find it in some way or another for the Atari ST.
So yes I haven't actually played it yet, but I am eager to do so.

My first IBM PC was "justified" by the naval game Harpoon which was PC-only.

I already had the rule set, some micro ships, and a few scenario books (one on the Falklands, I recall). But I only managed to get one player v player game of the tabletop wargame going at the local wargames club since there was no interest. That one game was a simple "frigate hunts diesel sub" mission and in the time available in the club not much happened in the 10 or so turns we managed.

The PC version was so much better than tabletop. Though there was nonsense like a Nimrod dropping 100 sonobouys and all became little individually reporting sonars.. In reality, back then a sonobouy processor could only run a relatively modest number of the things (in the 16 - 24 sort of figure - depends on the sonobouy). Guess who worked on AQS901 for the Sea King and so was "Mr Picky"

The first version of Harpoon was really good - the later ones went all multiple window, and lost the ease of playability.

There also was Red Storm Rising - a cartoonish sub simulation that worked rather well, and 688i attack sub which was a bit "meh". Task Force 1942, then SSIs great naval battles series.

Did someone say Red Storm Rising? I loved the game. In fact, it's part of my collection. LOVE IT.

Fire-Brigade The Battle for Kiev 1943, released in 1989 by Panther Games

It's on www.old-games.com - at least what looks to be a PC version. Whether you can get it to run though...
