I like to play very long campaigns 100 battles from 1946 to 2020 and I can't buy any forces for my oponent. But I can channge setting to use max air units.

Campaigns ignore your air settings, those only apply to single battles. Air strikes are determined by the campaign code itself, or in the case of user campaigns, what the designer put in for a scenario.
