It is not a real problem. For PBEM games, it can be agreed how many light helicopters can be used besides attack ones. Because the problem is when they use light helicopters to attract anti-aircraft fire. You use your sam ammo and then they kill you with the Apaches

And not only that. Light helicopters don't just carry, they are armed.
