Your unit that called up the bombardment screen acts as the FO as well. And only units with radio would be able to call up the bombardment screen.

FO should be best placed to observe the fires for optimal effect.

If you toggle the arty units weapons you can also choose to fire all tubes/ guns or conserve ammo and fire lesser tubes/ guns.
