It appears to be an innovative way to deal with prison overcrowding.....make Ukraine run out of bullets the "hard way"..... after all it's not Putins son at the front ......also, it would appear basic tactical refinements made by "modern" armies to minimize casualties since ww2 are not taught at Frunze Military Academy.
