This is not 1.78. This is every Version. I have been asking to have this fixed since I have been playing multiplayer. Before PBW even I reported this.
It occurs when you play your turns on different machines. For the turn move log to work you have to have played the previous turn on the same pc you are playing the current turn on. There is a file that gets written to temp that is needed for the turn move log.
