Just a question, did you use the Borg AI from Atrocities download set?
I just downloaded Atrocities set and he has two sets of DesignCreation.txt and Research.txt files. One set is mine but contains an error in the Research.txt file as a Tech Area called "Special Technology" is referred to instead of "Borg Technology". This maybe the error you have encountered as the Components in his files are still tied to Borg Technology, not Special technology.
If this is the cause of your error, please use the new files I have uploaded into the Races Archive.
(I will get in touch with Atrocities to let him know of my update.)
