    Yes. As long as there's room, of course.

    The effects stack; all repair bays and shipyards in a sector stack together when the game determines how many components are repaired in a given turn; and the repairs can be scattered among multiple ships. I think that repairs are used to completely repair one ship before applying toward the next ship, though. So repairs aren't completely parallel.
  4. Typically - a repair ship has to fleet with a ship. However - since we can't fleet bases with ships in 1.78 - can bases with repair bays still repair ships?
    That's just a convenience; simply being in the same sector will allow repairs to commence. That's why a planetary shipyard can perform repairs on ships in orbit, even though you certainly can't fleet with the planet.
