yes, its a 'feature.' and a good one too. this alows modders to create ridiculously long and cluttered lists of mounts for engines, armor, and all sorts of whacked stuff, and only those that are available will be listed. it makes the mount list much friendlier to use.

I added a 'medium mount' for 300kt ships but it appears 'after' Heavy.

Is it safe to move it up in the text file or will this screw things up?

Yes, unless you're in the midst of a game with this mod, then you might find your Heavy mount weapons on all your existing designs transmuted to Medium...
