No, that's it. You can process offline and his orders will be followed fine. But the problem wont be fixed and the next turn will fail, and the next. Until that player adds a Drone Attack Strategy all the turns will fail because it will always popup that message on the screen and PBW will timeout.
We have a program that is supposed to catch those and click on those errors and allow the turn to process, but it doesn't appear to be working on this particular error. Not sure if it's because this is a new error with Gold and the program was written begore Gold. I am checking with the programmer on that.
In the mean time you can have the player add a Drone Attack Strategy and PBW will be able to run the turns, or you can run all the turns offline.
