It says Should but it has never failed me. I use it and never once has it stopped at a fleet when it's told not to.

To view idle ships go to "Ships\Units", "orders", and then click on the "orders" list to ships to be sorted by their orders. those without any will go to the bottom

Actually, ships without orders are sorted as if their orders said "None". "Retrofit", "Seek", and "Sentry" all come after the ships with no orders.
