The first two things to check in cases like this are whether the file is really in the folder where SE IV is looking for it, and whether there are any extra blank lines that slipped in accidentally.
Are you trying to give the new hulls any special abilities? Some abilities only work on components, others only work on facilities; a few will cause errors like this, while others just do nothing.
I don't know of a limit, but if there is one, it's likely to be either a power of 2 or one less than that, i.e. 2^n or (2^n)-1.
