All of the defenders move and fire first, before the incoming ship launches the drones.
For both sides, their ships will move, launch and fire before their units do. (I'm not sure what order each side's units go in.)
I think there is a turn sequence published somewhere, but don't know offhand where.
In sequential turn games, everything happens when you give the order, unless the selected object can't do the order (e.g. a ship with no movement left won't move until next turn). Timing issues like your question can only come up in simultaneous turn games.
