It could also be a misfortune event that caused arco to lose a province. But going by the graphs...Ulm, Mictlan, and Jotum all gained a province the same time Arco lost his.

And it looks like Ulm is going to invade me also.

I don't plan on invading anyone at the moment. I am prepared to give everyone who's interested a standard treaty of 3 turns notice before going to war. How do these usually work?

Is it:

Turn 1: Declaration of hostile intent.
Turn 2: No hostile action.
Turn 3: Issue orders for hostile action.
