Actually the price doesn't change in the list, but when you "confirm" the spell, only 16 gems are deducted instead of 20 (in case of 20 gem cost and 20% bonus). That make it looks like it's not working in my opinion... but it really does.

It's actually not so useful for globals. The discount doesn't count for any extra gems put in to resist dispelling.

Doesn't the gem count for global spell bugs when using those ?

I thought I read somewhere that if you are using more gems to prevent dispelling, it didn't work properly (basically, it didn't take into account the reduced cost).

Anyway, it's funny to use them in MP. You will often see an opponent brag about "outgemming" you with a spell, but since you pay an reduced cost, he's actually wasting his gems on you willingly ! Keep them secret as long as possible though...

IIRC (and I've said this several times), the bug is that when casting global spells with a discount site, the strength of the global is determined by the total cost as if there is no discount. So if you took a global that normally costs 80 gems, got a 25% discount from a site, and then added 40 gems for strength, for a total gem cost of 100 (80*0.75 = 60. 60+40 = 100), it would be exactly as powerful as the same spell being cast without the discount and with an extra gem investment of 20 (80+20 = 100).

Does that mean that casting a global with a discount and not adding any additional gems make it easier to dispel? Having a negative extra gem investment so to speak?

That's what Agrajag says, yes... This fully spoils the discount site usefullness for those globals. But they keep being usefull for other rituals. Maybe it's a feature and not a bug, those discount sites applied to globals could have made globals too cheap for the lucky player.

It may be useful though, to throw up globals cheaply. I wouldn't do it for any of the game ending must dispel globals, but if you throw up a gem producer at a decent discount, there's a decent chance no one will even try to knock it down for awhile.

And I don't think anyone is quite sure whether a global with no extra gems from a discount site is easier to dispel than a normal one.

The discount is not a penalty on globals at all. If you're casting Mother Oak for 40 instead of 50, you can just choose to add 10 gems on top of the base cost and it's the same as if the magic site isn't there. But as thejeff pointed out, you can cast it for 40 and recoup your nature gems more quickly if you know it's going to get dispelled anyway. So while the magic site isn't a bonus, it does provide potential flexibility.
