The Alteri had many new things to think of, especially First Speaker. Two new races the Free Democratic Socialist Republic of Bhrzvfbk, and the Argon Confederation had only recently been encountered. The borders available for future exploration and colonization where rapidly shrinking. First Speaker found this deeply troubling. On the other hand two of the three races had stated an interest in an exchange of knowledge that would allow for the colonization of new types of worlds.
The Rorg had briefly spoken on this topic when first encountered but nothing much had come of it. Recently the Free Democratic Socialist Republic of Bhrzvfbk had made contact more aggressively for such a trade. Now the Argon Confederation was present and though it had not made an offer based on the actions of the other two races now known First Speaker felt confident in extending them an offer of trade in such knowledge. First Speaker was smiling inwardly at how a three way bidding war between races that were all offering the same basic package might benefit the Alteri. Still it was too soon to be declaring victory just yet. The two new races where very much unknown quantities and while no official communications with the Argon Confederation had taken place, both the Rorg and the Free Democratic Socialist Republic of Bhrzvfbk had what could only be termed warlike and hostile overtones to past Messages. First Speaker felt certain that the need to expand and create a military War branch was now very necessary. Further delay would not be tolerable.
First Speaker communicated his wishes with those under him directly from their they rapidly spread to other areas. Thanks to the other Firsts giving First Speaker Zyx authority to do whatever was necessary with the aliens his commands and decisions were unquestioned. For the first time ever multiple Firsts were raised all at once, and by the command of only a single First.
First Warrior, First Captain, and many other Firsts all quite in agreement as to future courses of action for the Alteri and all from First Speakers newly come to power. Enough to ensure that the other Firsts could do nothing about it or take any other necessary actions without First Speakers agreement once they became aware of them.
The Alteri Unity had effectively seen it's first governmental overthrow. It was likely the closest thing the Alteri would ever come to a revolution or Civil War.

Perhaps it would be beneficial to remind all players in NGC3 that tech trading is not allowed (although trading of ships is allowed!) If you want the technology, trade for a ship with the tech and evaluate it...Greybeard (for the Argon Confederation)

It's not needed to be reminded, tech traidn is impossible, it is disabled (Should be anyway, I checked that box, so ship trading is the only way)

Yep. Any time I am referring to technology trading I am reffering to a trade of ships with the relevant technology. Breakit down and analyze it and you have a tech trade, or something like it, as long as it is a ship placeable tech anyways.

The head of the armed forces walked with a distinct sound from his boot heels as he entered Ruatha's office.
"-Greetings.
I come to inform you that we need more and better warships if we are to defend our nation!
"-Oh.
But we already have the Coastguard Alpha class ships, Defender of the kingdom and the Defender of the Queen.
They are quite possibly the most powerful warships in the entire galaxy!
Surely that must be enough?
"-By no means!
Those ships are merely armed transport ships, they are most of the time being used by the civilian authorities.
I can't understand how you can say that they are the most powerful ships in the galaxy, they are quite weak!!
"-But we have seen no other war ships, not one amongst the alien species around us.
So therefore our Coastguard Alpa ships can quite POSSIBLY be amongst the most powerful ships in the galaxy!
"-You don't understand!
We stand with our feets at the edge of the abyss, we need to take a big step forward to ensure our safety. And that step forward is called the Wasa Dominator!
"-I can't really see the meaning of it. The Coastguard ships should be enough.
But if you feel so strongly about it the Wasa Dominators will be added to the construction list for prioritazion.
If we build these ships though you will have to keep them in the core systems, they can't be used to patrol the borders.
The Wasa Dominators are to powerful ships. Such a show of power might provoke a pre-emptive attack from our neighbours. And I will not take our nation into war if I can avoid it!
Is that understood?
"-As long as I get some decent capital warships I'll keep them wherever you want, as long as they aren't needed elsewhere!
With this he saluted and left the office in a fast walk.
Ruatha watched him go and shaked his head thinking that there goeas a man that has seen to many war movies.

First Artificer was intrigued with the ruins. The first reports where intriguing. The ruins appeared to be some form of Massive Planetary Shield Generator. The Alteri had never seen anything like it before and already several basic and primitive copies where being made on several core planets and strategic border planets, causing a great but managed strain on available resources. The shields where however, but one bit of great news within the Unity. First Speaker had secured for analysis a colony ship designed for gaseous planets and with it a small collection of Argon population. The final stages of technological evaluation of the ship where being completed and plans where being laid to send the Argonian population to several worlds with breathable atmospheres to maximize their potential. Some scientists were even suggesting that it might be possible to join the Argonian minds to the Unity. This was an intriguing idea worth investigating. So far limited experimentation on the minds of a few aliens that had entered Alteri space for trade or diplomacy had resulted in little more than being able to create great confusion and pain in the minds of the unwitting test subjects. Military command however believed this could be applied as an effective weapon should the need arise. Resources were being dedicated to examine the feasibility of this. A pending trade of ships with the Rorg would soon render all planets colonizeable to the Alteri. The scientists looked forward to prying the technological secrets out of the ship that would be recieved. There was a little dissapointment that no population would be included this time.
First Commander was abit troubled about reports of a large Rorg fleet close to their borders, however the report stated they were all frigates which would not be much of a match for the new Carrier ships that would soon be entering production. More worrisome was the silence that had continued for several years from the Free Democratic Socialist Republic.
First Speaker and First Commander were both in agreement however that other prospects looked much more promising. The Argon seemed as if they could become a strong and reliable ally with several territorial agreements completed along with the ship exchange and the Argonian population that had come to live within the Unity.
The Narrewian Federation also seemed promising with territorial agreements in the works and looking very promising.
Several other races had also been encountered but most had agreed to respect Alteri territory and engage in basic trade in exchange for similiar territorial respect. Only a few were an unknown quantity.
In all things looked very promising for the future. The biggest problem seemed to be a lack of ice planets to colonize. But with the new knowledge of other world types being gained from other races this would not be a problem for very long as colonization of gas and rock type planets could soon begin.
First Speaker was beginning to gain vague stirrings from the minds of neighboring species that made him think perhaps now he should appoint a First Spy. It seemed other were taking an interst in this area and it would not be prudent for the Alteri to leave themselves open to covert actions from other races, with the increase in traders, alien scientists and diplomats entering Alteri space from other empires it was becoming very difficult for the Speakers to keep track of them all. It would be very usefull to have a branch designated for just such alien monitoring.
Additionaly it might not be a bad idea to keep track of the old disgruntled Speakers. Their criticism of the new methods for doing things was great and they might just overcome their aVersion to his own methods enough to attempt to employ them themselves.

Ruatha sat worried in his office discussing the current status with the foreign minister.
"-What should we do about this Ruatha.
If we continue with our research treaty with this race we will be aiding them to develop that device that the ancient texts warns us about, the Talisman!
"-Yes. I can see that.
I have already sent them a message stating that we must downgrade our current treaty to include manufactured goods only. All scientists have been recalled from their facilities and all their scientists has been sent home.
"-I guess you have been reading the ancient texts aswell?
If so you know what we are supposed to do now?
"-I know that the texts say that we should eradicate these species as soon as we discover them. But those texts where based on a different universe, they are ancient as you say!
Surely they can't apply to our modern day situation!
I won't throw away a 600 year long tradition of peace just becouse some outdated book says I should. It's not like we belive that book to be some kind of divine revelation!
It's just based upon the knowledge that was availible when it was written, and at that time all highly religious races where fanatics, bent on converting all the universe at the point of their guns.
The times have changed!
"-I hope you are right. If we allow them to devcelop the Talisman we might find ourselfs converted to their faith if you're wrong!
"-I won't let that happen.
We will watch these aliens closely. Any sign of them trying to convert other species and I might have to change my mind.
"-In that case I have to agree with the armed forces. We aren't equipped for war! Then we will have to build a fleet.
"-This is not the time for that, but I see your point and I will consider it further.
Now I've got other pressing issues to deal with.
These Katamarans are very interested in trading manure with us, but they only want to pay with **** of their own! Negotiations, negotiations.
See what **** I have to deal with all days!
With a laugh the foreign minister left Ruatha's office.

Subject : Sweden Empire behavior
Recently a ship from the Swedish Empire stumbled on one of our system. Initial offer was to aks for a trade and research alliance. We also received immediately a trade proposition from these newcomers. However, Capitalistic Devil of Free Market was not far away, as they immediately asked :
1) respect of their frontiers
2) right for exploration from unarmed destroyers.
(we note that they would have granted us the same rights they asked from us)
Being in a universe where lies such races as the Rage and Free Mark...errr..I mean Xi Chung we believe that exploring our territory should be allowed only to races we trust. Our Free Democratic Socialist society also believe that trust is to be won by time, and is never given immediately. So we refused, and proposed that we respect each other's frontiers and that we do not explore each other's territory. Some other race are actively exploring our territory, without protests from us. But no unidentified newcomers.
Their answer was to dust our treaty proposition, send us a 'non aggression treaty' and to tell us "You are treading a dangerous path!".
One can wonder what is this "dangerous path". Is it dangerous because Sweden is about to attack us ? For the first time in our history, we have to deal with alien veiled threats. Let it be said, we will make public all incoming Messages from the Sweden Empire, we will publicize their acts for all to know what is happening.
We are a peaceful specie, no match for aggressive ones. But should we die, we would make sure all other races has been warned.

Ruatha sat in his comfortable chair discussing with the foreign minister.
The Foreign minister turned towards Ruatha;
"-It seems that the ancient texts might not be all wrong after all!
"-Hmm, This "Free Democratic Socialist Republic of Bhrzvfbk" is a strange nation, I agree. But to say that they are what the ancients say about religious races is somewhat premature I belive!
"-Haven't you seen the communications we've had with them?
First they send us a proposal for a non-agression treaty while we propose the same treaty that all other alien races have accepted, trade and exploration.
Then they say "Our offer was better. Our agreement will stand as long as you respect the spirit of it. Assimilation into the beard of Marx is inevitable. We disagree with the exploration." and then when we accept their treaty proposal and withdraw our ship they get upset!
"-There must be a reason that they won't let us explore, on this I agree. But what can it be?
"-Isn't it obvious? They're building a large aggressive fleet to conquer the galaxy, and they don't want us to see it!
"-It could be true! I can't see any other reason.
Very well, send out the codeword Armageddon to all ship yards!
"-Good, should I send codeword Ragnarok to the military now?
"-No, not yet.
I'm not yet prepared to throw away 600 years of peace that fast.
But we must know if they are preparing for an attack.
I think the scout ships should try to pass the outskirts of their territory and try to get a peek at what they are up to. Transmit that order to the scout ship.

The foreign minister left in a fast pace with a determined look upon his face.
