Troops on Planet
I'm in a bit of an odd spot, I took over a planet with Ground troops during a space battle, then the opposing side dropped more troops on the planet during space combat. The ground combat stalemated but with the opposing side outnumbering and winning against my troops. The space battle concluded and I won. Now i'm in orbit around the planet with many troops on transports and the Planet is being assaulted by ground troops but I'm not sure how to drop reinforcements for this beleagured planet??

If I understand you right, if you have troops on the planet and want to send reinforcements you just need to attack again with your ships and then drop troops on the planet like you would do normally.

Hmm, doesnt work.
Here it is, System X has two planets
Planet 1 has 25 Of my troops
Planet 2 has 16 Of my troops 120 Of the Enemy
I have ships in orbit including Troop transports with Troops.
I cannot initiate combat by moving into the sector (nothing happens)
If i hit attack and then click on the planet the ships move but do nothing.
I cannot transfer cargo (troops) to the planet in question, nor can I transfer cargo from it.

I have not faced the situation that you described before.
If you are in possession of the planet, then I think all you have to do is be on the square with the planet during your turn. At that point, simply transfer troops down onto the planet, as if they were cargo.
Thus, if your transports BEGIN on the planet square, use the cargo button. Other wise, order the transports there and include the transfer cargo command.
edit - just saw your respone. I cannot explain what you have experienced. I'll be very interested what others can contribute.

Yes, that is what one would think, but its not working. I've tried moving the troop transports away and then back but no dice. I cant even transfer any of the other cargo from the planets. There are about 50 WP's in storage there that are going to inflict mass casualties on me if i have to retake this godforsaken planet !

If this helps:
The planet displays two symbols, Mine and My enemies, I can, however control the Build queqe and produce units.
In red letters this message is displayed:
'Forces of the Nausacin Ogla are attempting to conquer the planet'
The ground battle stalemated in Space Combat
He lost 40 I lost 10
Next turn was processed and the Ground Combate Stalemated again:
He lost 40 I lost 10
Awaiting to process next turn I have 12 Troops he has 152

If you retain control of the planet do what I do, build a space station with nothing but cargo components. Transfer as much of the planet population up to it as you can. Then space the ungrateful SoB's as a warning to any race that might attempt to take your worlds from you. You would rather space your own people than loose them to enemy ground forces.

AH HAH!!!! It was all the Wepons platforms AND Enemy troops on a planet count AGAIST your total Cargo! Thats why I couldnt transfer any troops, I was full with 'enemy troop cargo'!

Being in control of the planet, VERY temporarily, that's a good idea...
But don't just space them.
Load up your transports with as many platforms as they can hold (if you're allowed up move cargo off the contested planet).
Then you can drop your reinforcements, AND not have to worry about losing. When you win, you can plop the platforms right back down to fight off your opponent's next wave of ships.
