Real Newbie: How Create Ground Troops?

Sorry if this question is pretty basic. I'm new to the SE series and I'm finding the manuals a little light for a game with this much depth. I haven't been able to figure out how to create ground troops

. Any tips are appreciated - I must have missed the section in the manual(s).
