I guess this is a bug.

Started with a city in lower R corner of non-wraparound world. First turn all units get Hall of fame status (cept pretender of course).

How many AI opponents did you have selected, and how many hall of fame spots were there open? Units do get some experience just for sitting there, so with a low number of AI's it's likely that your commanders will be in the top 10-15.

I had that happen and wondered also. I guess that makes sense. Not enough active heroes so even my standing troops were instantly in the Hall. Good to know.
