Modding question: heroes?

Hello all... I've been playing with the modding bits. Nothing spectacular, but I was wondering how you mod heroes in?

I didn't see anything in the manual about it, or anywhere else... theoretically, you'd just throw in a tag like #hero or something and it would be added into the list of possible heros right?
