An interesting idea (possibly taken from 'medieval total war'?).
However, since leaders have no leadership abilities in this game (apart from the ability to lead x number of troops), if you started giving them province bonuses, you'd also have to give them combat bonuses for troops under their command, etc. It would work, it would even be good, it might even weaken the power of SC's somewhat, but it would change the game. It's fine like it is, I think.

Often you see events like "one of your baliff is afraid of XXXX, PD raised by 5/10/15" ...
This game me the idea of allowing players to give to each province a "baliff chassis" ... a sort of governor ...
He can be skilled in 1 thing, that improves the province.
There could be a military Baliff raising 1 PD/turn.
A strategist one that can raise resources by 10%,
An economist that raise income, an engeneer baliff that raise your castle defence of repair in 10 or 20%, and so on ...
Each baliff should have a cost however, and perhaps an unkeep too.

Many games let you assign governors who will gradually make improvements. Usually its done to avoid micro-management. I think thats what he wants. To assign governors to provinces. A slight expense for a gradual improvement in something

No Gandalf ... because if a governor put a 10% resources more in that province, I've to remember in that province I've a bonus in resources.
Governor won't make my job ... it only enhances properties of the province.

Province Governor / Feudatary
What about if in a new patch player are allowed to assing to each province a governor or feudatary.
You've to pay them in the province for a non existant unit (or to recruit in capitol a special on, move it in the province and give them the command to "Govern" ... the unit disappear and keep staying in the province).
There could be many tipe of governor ... a military one that raise a little the resources, a site searcher, a researcher improver and so on, an economist ...
These should have a gold cost however.
