Technology tree

Is anyone working on a complete Version of the technology tree? By which I mean something where you can see the dependencies in the technologies.

Better yet, is anyone working on a prgram that will read the tech tree from your game (however you may have it mod-ed)and then spit out the appropriate document?

I think I could pull something like this together, but I want to make sure someone is not already working on this.
