Maximum Ships Limit

I have two questions about the Maximum Ships Limit that is set at the beginning of the game.

1. Do bases count against this total? I noticed that the score screen keeps track of ships and bases separately. But does the Maximum Ship Limit differentiate between ships and bases?

2. Do mothballed ships count against this total? I remember reading somewhere or figuring out at one time that mothballed ships weren�t counted in the ships figure that is part of the score screen.
