Fountain not automatically attracting slaves???

I'm playing SP, BF Ulm on the Karan map with a 2F 3W 3A 7B Fountain o'Blood. It's turn 11, and so far I have received no free blood slaves. I blood hunted with him once and got 11 slaves, so blood hunting itself does not appear to be broken. On previous occasions with this same pretender design, I've almost always had 2-5 free slaves a turn, although occasionally it would skip a turn.

Any thoughts as to what's going on here?
