CM offers no "real" modding possibilities except changing visuals by reskinning units, which has no effect on gameplay and is pure cosmetic.
The SP series on the other hand allows more fundamental changes to the game by the end-user. You can of course change visuals by editing the unit icons, use Fred Chlanda´s tools for this purpose.
Additionally the game comes with a mighty tool called Mobhack, where you can adapt unit characteristics like weapons, armor thickness, etc. to your liking.
A lot of projects are already out there aiming to mod the SP series to American Civil War, First World War, Fantasy settings, etc.
