Default Bug?

I figured out why I was able to get some AI's to surrender when they didn't actually have any planets....

They had remnant satellites orbiting planets that other AI's had conquered.

It seems weired to me that I would be able to gain so much tech levels from simple satellites....

Is this a bug or an unforseen circumstance. In my opinion, an AI should be unable to surrender if the only thing remaining is some satellites...

Pretty sure the A.I. players require at least a single planet to surrender. Without a planet contact is lost, and thus the option to surrender gone. Certainly in all of the cases where the computer player had a few ships of other units left, that is how it has always worked for me. In fact, just Last night I noticed an A.I. player with a single unit guarded by a destroyer.

On another note, that ship in now in my "Extinct" species museum.
