Weapon Reload Rate MS Formula := 300 - ([%Level%] * 2)

The result is hard-to-shoot missiles, countered by a point-defense that fires a whole lot of weak shots, like maybe a vulcan chain gun. The major advantage to this is that the PD Cannon can take on multiple volleys much more successfully, rather than dumping everything into the first volley.
Test results
At level-5 missiles and cannons, three missile destroyers (3xMissile each) vs three point defense ships (3xPDCannon + 1xMeson Beam).
The missile destroyers win, but it takes them a while to chew through the point defense.
Versus fighters, a point defense ship with six PD Cannons can win vs four small fighters, with the loss of shields and armor (good shields and armor).
