 I'm pretty sure that storm only comes into effect by spell, whether that is a spell cast in battle, the global enchantment Perpetual Storm, or created by the item 'Staff of Storms'. |

 I've definitely seen the battle graphics snowing and storming sponteneously, without any magic causing it.  I don't recall whether or not that produces the same battle effects as a magic-induced storm, though! |
