Sections of greater than 13 men already suffer penalties for their large size. Both in ease of spotting, and greater damage inflicted by any hits while still > 13 remain. This was already discussed when the original 13 man section limit was removed and the extra icons introduced, several releases back.
Size 2 was previously used for less competent infantry such as worker's militias etc - but no longer is so. Size 2 is for cavalry.
