On map MLRS with big caliber -- Rate of Fire = 4 - 6 and no smoke?!
On map MLRS "MARS", "Uragan" and etc. have Rate of Fire = 4 (Uragan - USSR), 6 (MLRS, MARS - USA, Germany).
In fact this weapon first of all for a volley , instead of for shooting by single rockets !
Probably because of it is not present smoke above shooting rocket launcher.
Now these MLRS to not detect on smoke.

All do produce smoke on firing, may not if you try firing it with only a couple of shots in the tubes.
MLRS MARS ROF 6 so shoot off the whole load in one go (2 banks of 6 shots)
Uragan ROF 4 so shoots half its load in one shot & produces smoke in its hex, needs ROF of 8 to shoot them all at once. (2 banks of 8 shots)

You are mistaken.
So, smoke appears if it is made shots nearby 75 - 100 % rocket.
If started 1-3 rocket - smoke is not present.
Further,
' Uragan ' at 0.0 ---> starts only 50 % rocket.
At MLRS USA with it all by way of.
2x6 Rocket RoF=6 = 95-100 % started rocket in one turn.
Result: ' Uragan ' should receive RoF=8.
Also it is desirable, that smoke appeared at all these big MLRS even after shooting 1-2 rocket.

My mistake you are correct to produce smoke they need to fire at least half there rockets.
If you have a call time of 0.3-0.5 that wont happen, never noticed as only on map rockets I use are short range stuff like TOS-1 & WW2 rockets & I never fire these at those call times.
May be an argument for rockets having a slightly higher ROF to allow for the fact with new FOO rules its often hard to get a call time below 0.2 even if have LOS 0.5 often does not go to 0.0 on the next hex shift.

MLRS USA = 1 turn (call time 0.0)--> starts all rockets
'Uragan' USSR = 1 turn (call time 0.0) --> starts 50% all rockets
RoF 'Uragan' - bug.

Yes I realise that was suggesting perhaps rate of fires need to be say 8 & 10 not 6 & 8 so still fire all rockets if call time is 0.1 or 0.2 at 0.5 I think it would then fire about half of its rockets.

...or just use house rules not to employ those systems as on-map as they shoudn't be attached directly to a maneuver battalion but should be sitting safely in the rear?

For myself I use MLRS systems primarily as counter-battery.
If the command rating of the unit is 80+ and they're left untasked they fire pretty frequently - as long as their ammo holds out - and they tend to HURT the battery they fire against.
