Undoubtedly heard this before...
My biggest frustration with SEIV is the lack of a comprehensive and SEARCHABLE manual. I think a lot of the concerns over bugs are simply a matter of not knowing how to do something. For instance, I think the AI cheats on cloaking. Specifically, I have stealth armor III on all my ships, and the AI race has no scanners or sensors mounted. Nevertheless, they find and kill my ships every time. Tried it again, this time with level III cloaking. Same thing: no sensors, but the AI finds me like a hound dog. Am I doing something wrong, or is the AI cheating? Also, how in the blazes do you construct a sphere or ring world? You need to assemble huge amounts of ship components that won't fit into a single ship! In fact, the only craft large enough to mount any one of the components is a space station. How are you supposed to collect the large number of parts needed? A definitive manual is direly needed.

Sure you turned on your cloaking or stealth armor? Not trying to insult, just making sure you did.
Yeah, you have to build starbases with the ring/sphereworld components on them and around the star you want to buld the world. It cost alot of money and takes a long time, so don't start one without planing carefully.

Yeah, my cloaks are on (both the armor and the cloaking devices). Are ships automatically detected if adjacent to a planet? Kinda grasping at straws here. It seems it should work, but it doesn't keep the AI from finding cloaked ships. I guess I need to send a game turn to MM.
As for the ring/sphere worlds, I figured out that I could do it with a lot of space stations dedicated to single components. I is a shame that the components aren't defined as "units" instead. Then they could be manufactured, transported, and dumped at the site.

Your ships have a dotted line around them, right? Use the blue-circle & ship icons on the top right of the control panel to cloak/decloak
If any of your ships run out of supplies or otherwise have their cloaks deactivated, the enemy will easily see you.
Also, beware of cloaked enemies with cloak defeating sensors. You can't see them, but they can see you, and therefore their friends can see you too.

Also, if you have at least one uncloaked ship in the sector, and combat initiates, the cloaked ships will take part in the combat.

Thanks for all your responses, but it looks like I made a goof after all. My cloaks were on, and none of the enemy ships had sensors. But, I hadn't checked the enemy satellites. Sure enough, the AI created a satellite with a sensor. I never thought of doing that, but it is pretty effective as long as long as you stay in your own systems.

I was recently informed that the stelar-manipulation-barge engines from the devnullmod are now working. it would seem to be an undocumented feature-add in one of the recent patches. this effectively lets you build the stations at a planet, and then move them to the construction site.
