Default Who is the "spotter of record" for arty strikes?

If unit A calls a strike and subsequently unit B either adjusts it or restarts it (when the bombard ends), who is the spotter for determining whether spotter has LOS to target?

Is it always the unit that called the original strike? Whichever unit last "touched" the strike (either to restart it or to adjust it)? Something else?

And, just for completeness, let's say the FOO restarts the strike (to get the advantage of restarting at 0.1), and then a unit with eyes on the target adjusts the aim (to increment only 0.2 for adjustment rather than 0.3), does the strike occur with LOS or not?

The last spotter to contact the arty unit is it's spotter for that round. When you use another FOO to adjust fire that new FOO becomes the spotter
