New patch

Looks like a new patch is in the works (http://http://ulm.illwinter.com/dom3/dom3progress.html). I assume Illwinter is trying to get some things cleaned up for releasing the game on Desura. It looks like mostly cleanup but I was curious about one change:

Anybody have any idea what this bug is? It could possibly be the issue where you hit "Y" to setup troops entering a province, but if there are already troops there it won't allow you set them all up. Any other ideas?
