Terrain modifiers

Are terrain modifiers cumulative, does it pay to put a trench on rough terrain?

Some are like trees but a unit in a trench gets its protection from the trench not the ground outside the trench. It may get a slight modifier to its chance of being spotted (seen) due to the terrain but not enough to bother about.
