Scenario: Question about Scenario #343 and arty overload

Greetings,

Scenario #343, Russian assault, German defend, The Russian side is given a penalty of 549 points, They have purchased 18% on arty and the number is green in the purchase menu.

From the patch update log: "In an assault your artillery points spend is unlimited."

Can anyone explain the rule as it applies to Assaults only please.

I had taken it to mean there was no limit or possible penalty on assault scenarios for the attacking side.

I am playing it pbem and not against the AI. In a test vs the AI, as the Russian, I simply ended my turn with out doing anything for the length of the game. The AI did nothing either and the end result did show the 549 points going to the German side.

Edit: I polled two other assault scenarios. Both arty percentages were green in the purchase menu. One was 28% and suffered a penalty and the other was 58% and did not.
Is it possible that there is an issue depending how the sides are set up in the editor?

Also, is it Camo's intention that the assaulting player is never given a penalty, as per the patch update log?
This last question is the crux of my post. If anything else can not be answered, please give me a ruling on this.
