What would you do with 15 Billion dollars?

(I believe this to be a more adequate area to have all Users discuss the US war against Iraq).

Reportedly, the USA offered a sum of 15 billion dollars to Turkey, in order to use their airspace and ground facilities. Irrespective of what's going on, what would you do with this credit to benefit the world? Do note that it's 15,000,000,000 USD!!!
