It has not, lets say we are playing a 30 000 pts game and one mbt is 4 to 500 of points. There really aint no point to capture any victory hexes compared to killing units worth twice the amount. 21 x 245 is something like 5000 pts.
This limit has clearly been made obsolate with the current pts costs for units in modern battles. Suppose its originally designed for ww2 type of games where army values are around 10 000 pts or less.
With 20 000 pts i would prefer them to be worth of 500 pts.

So why not use timed victory hexes if you want them to be a priority?
Meeting and advance get points set (3-30) awarded for controlling side from turn 3 or 25% battle length respectively .
Assaults different hard need to push as defender gets VH points awarded from halfway mark, X2 from 3/4 point.
6- 15 works well in most cases I only set higher if objectives are priority or want to force speed.
Lets assume meeting engagement 30 points set 23 turns.
Additional points up for grabs 30 x 20 turns x 21 VIctory hexes = 12,600
If all VIctory hexes set to max that’s 245 x 21 = 5,145
So total points up for grabs that game are nearly 18,000, that’s over 35 MBT’s at 500 points nearly as much as your 20,000 force.
