Making Scenarios, probs in AI

Hello all.

I suppose that someone has made this question long time before i have but here it is anyway.Ok im making a campaign, and now i had a problem in one thing.My scenario should be something like this - the newborn race meets advanced race which is more advanced in few tech areas (not researched it completely anyway).How or what files i should modify or use, or is there any programs& utilities which makes possible this kind of modifications?
