Since it is not currently possible to create a mod were you can choose the features the way you can during setup,
My own opinion, it would be nice to have several Versions of your mod. The player could select the type of Quadrant they want.
I have not played with the type you describe.

Heck, why not just mod in a few quadrants with no storm planets?
You can have both, its just a bunch of copy-paste work, right?

I don't mind the planets within the storm system - I just don't like it when they get placed in the storms.
