Of course if you are attacking a player's fleet, they can use the missile dance to a lesser degree as well, if you want to destroy them you gotta move closer. Or both players can move back and forth...

No, if we had tcp/ip, you would not have to send all the files from the client-sever, server-client. You would connect to the server, play your turn, and then the next turn would happen. No worry...
