It's likely a problem with the engine itself. Some of the modpack races have ending queue entries that tell the AI to build multiple attack ships per colony world. In particular in my new game...

Actually SJ I think it might be possible in a multiplayer game for a human who was in a lower position to trigger the MEE flag especially if the AIs hammered the guy who originally triggered it.

I'm using the TDM modpack and cloaking seems to work. The EEE have researched it and were using it pretty effectively until I got sensor ships/sats in sysetm.
