None isn't a treaty. If you meant Non-Aggression, then don't they get angry when you sign a NA Treaty?

Ah, I see you can't cancel a declaration of war like you can a partnership - but no you if I read the data files correctly there is no penalty for a Non Aggression.

I wonder if it possible to MOD the treaties so that WAR is viewed as a cancelable treaty type by the computer - thus allowing you to end a war without signing a treaty....
