Default Generated AI player attributes?

Being a relative newbie (read: just got the v1.19 Version but playing demo for weeks) I have a question on how computer players are setup in SE4.

Does anyone know if computer-generated players, either big players or neutrals, every have bonuses tagged to them such as defense, politician, offense, etc.?

Depending on the answer, is there someway to make that happen? If it doesn't occur, it seems kindof weak that each generated race would have exactly the same attributes.

The crux of the question is to really ensure that I run up against tough, somewhat different AI players throughout my gaming experience.

Any assistance would be greatly appreciated!
