We have found the cause of the index error and fixed it (thanks to Mephisto). New Version (1.01) of the Mod is avaliable to download in the download section.

WhiteHojo, thanks for the post. That was a great example for tracking a bug. If I hadn't found the error already I would have with this post. It was indeed the building queue of the military bases. Thanks again.
