Is this modable?
Is it possible to mod the game so that you can build a "Facility I" then upgrade it to "Facility II" etc but then have it so if you want to build one on a new planet you have to start with "Facility I"??

I don't know much about modding but I can add this (perhaps) similar bit of info:
Shipyards...if you are building a SY 1 at a place and get SY 2 capability, clicking upgrade facilities will upgrade all those SY 1's in progress. BUT, going to a single planet and clicking on upgrades will not show up the ability to change the SY 1 in progress to a SY 2...the only apparent way is to click the upgrade facilities (all of them)...which I think a bit weird.
How to force a requirement that a player must start off with the "earlier" item is probably not possible as I suspect it is an integral part of the game. It's a nice idea, though.

I can think of a way to do something like that with ships, but not with facilities. If you remove the ability to build with organics form the space yard, then any design that needs organics can be retrofit to, but not constructed. But I don't think you can remove the organic construction rate from planets without space yards.

You know, we should take all these great mod ideas we have and create one big open-source 4X game... of course, by the time that's done, we'd be at about SEXII or something and we'd be way too old to be SEXII

You can remove the organic contruction ability from planets; you have to change settings.txt though.

Oh yeah. I guess you can. I was going from memory and was thinking that the planet build rates were just one setting for all three. So this could work. Would be complicated, but it would work.
