Perhaps an expansion of these ie the first tech level is in ineffective one then the next discovery bumps up the planet protection + an attack weapon that also works against the new effective one to offset any changes in gameplay.
So a troopship can go at a planet that is defended with WP. Inorder to do this does the Troop carrier's default Stragety have to be set to "point blank"?

Not, if you change the strategy to point blank they will not drop troops. That has to stay on "capture planet". What he is saying is that the rest of the fleet cannot have ships with offensive weapons on them. Otherwise teh troop ship will hang back and wait for the WPs to be destroyed first before approaching and roppiong troops.

Additionally if the weaponed ships get destroyed, the troopship(s) that had been hanging back will rush in to try and drop their troops.
