well, yes you can. If you delegate the work that is:
1. Specify the design you want to make in the designcreation.txt of your empire.
2. Turn on the design minister.
3. Voila! Perfect design with 2 space yards. |

It's not so much that it cheats, it's more that the game doesn't check if AI designs are breaking the rules.  |

Not really, since SEIV AI files in stock or mods are made not to abuse this feature. But if you like, you can make your own mod with AI building bizzare ships. It is certainly not cheating, it is just a new mod
