I'm not up on how to really design great AI's but maybe it would be a good idea to give awards or something for AI's that develop in other ways, say the AI that uses steller manipulation best, the AI that uses remote mining best, the AI that uses troops best, etc . . . Encourage a variety of AI's to be created for use in the game. A varied universe is a challenging universe.
